On Saturday, April 20, the Richmond Police Activities Federation Board of Directors will hold a dedication ceremony for the technology center officially named for retired Richmond Police Department Inspector Arthur Lee Johnson at 11 a.m. at 2200 McDonald Avenue.
Retired RPD Capt. Arthur Lee Johnson is a founding member of RPAL and has served on the board since 1982. In recognition of his dedicated service to Richmond’s youth, RPAL is dedicating a technology center in his honor.

Johnson spent most of his career in law enforcement with the Richmond, California Police Department. He was commissioned as an officer on May 16, 1967 and rose through the ranks from patrolman to captain to assistant chief, retiring 25 years later. However, RPAL was founded in 1982 and Art was chosen as one of his founding members of its Board of Directors and has continued to serve and support the organization for the past 42 years.
His top priorities have always included focusing on the area’s youth, providing them with the services they need and setting them on a positive path in life, a necessary tool for crime prevention. Highlights of RPAL service include leading the RPAL fishing program, shopping at the COP, RPAL Double Dutch contest, annual golf tournament, carnival, and all of his RPAL fundraisers.
Art attended schools in the Bay Area, earning an Associate of Arts degree from Contra Costa University and a Bachelor of Science degree from the University of San Francisco. She also completed additional professional development courses at various universities, including training at National FB1. Academy in Quantico, Virginia.
Art’s primary career was in law enforcement, serving in the U.S. Air Force, becoming a driver for MUNI in San Francisco, and working for the police department.
United States Postal Service. He is widely known for his expertise in ballroom dancing and has taught at Oakland Parks and Recreation and the University of San Francisco. He was a model and choreographer for many cotillions in the Bay Area. Additionally, Ross also taught law enforcement training classes at Medanos University.
During his career with RPD, he served in the following areas: Patrol, Juvenile Detective, Community Relations Officer, Office Sergeant, Property Sergeant, Internal Affairs, Criminal Investigations Commander, and Special Operations Bureau Commander. , RPD Softball Team
Art is also very proud of his spiritual leadership. He was a member of St. John Missionary Baptist Church in Richmond, where his father served as pastor prior to his passing.
There he has served in the areas of the Deacon’s Committee, the Trustees’ Committee, the Men’s Powers’ Committee, the Usher’s Committee, the Administrative Ministry, the Men’s Choir and the Mass Choir.
Community service includes RPAL, Kiwanis, Toastmasters, Guardians of Justice, Salvation Army Bell Ringers, Chambermen Who Cook, Noble, Bauch, and East Bay Captains Association.
Art lives in Richmond, California with his wife Laura Johnson. He has two daughters, Shauna Morris (Realinza) and Callan Basie. He is survived by his eight grandchildren: Jazmin, Roger, Angelique, Lia Linza, Lillie, Desiree, Laxandria, and Lars.
