Governor Kelly Announces More than $6 Million Investment to Improve Road Safety in Kansas Communities

Topeka – Governor Laura Kelly today announced that six Kansas communities have secured nearly $5 million in federal Bipartisan Infrastructure Act (BIL) funding from the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) program.

Combined with more than $1 million in matching funds for the two projects from the Kansas Infrastructure Hub and Build Kansas Fund, as well as local matching dollars, the total investment in Kansas for this round of SS4A grants exceeds $6.2 million.

I appreciate the Legislature’s continued support of this effort, which is a true bipartisan win for Kansas.”

With today’s announcement, the City of Topeka has received $4.3 million in federal SS4A funding, the third largest such award in the nation.

“The City of Topeka is very pleased to have been awarded the grant for our Vision Zero: Future First project.” “We’re very excited about this new system,” said Allie Weems, public works management analyst for the city of Topeka.“This funding will allow us to take a local approach to prioritize safety in our school districts and protect our future leaders.”

Kansas Infrastructure Hub Executive Director Matt Boltz said the support provided through the Kansas Infrastructure Hub will provide communities with the tools they need to make the most of BIL funding opportunities.

“We’ve heard time and time again from local stakeholders that with a little technical assistance and financial support, they could make better use of additional federal funding for their communities.” Voltz says:.

“This is a fantastic opportunity and will help us plan safer routes for people with special needs and the elderly.” “We’re pleased to be able to provide this information to our residents,” said Nortonville City Clerk Barb Polson.“BIL grant funding and Build Kansas matching funds help children get safely to school and around town.”

The six Kansas projects receiving SS4A funding in this round are:

  • City of Topeka – Vision Zero: Focus on the future first
    • Kansas Construction Fund – $1,078,000
    • Federal funding – $4,312,000
    • Total Project Cost – $5,390,000
  • City of Nortonville – Comprehensive safety action plans and supplemental planning activities
    • Kansas State Construction Fund – $20,000
    • The federal government will provide a grant of $80,000.
    • Total Project Cost – $100,000
  • City of Augusta – Transport Safety Action Plan
    • Local funding – $40,000
    • The federal government will provide a grant of $160,000.
    • Total project cost – $200,000
  • City of Great Bend – Transport Safety Action Plan
    • Local funding – $40,000
    • The federal government will provide a grant of $160,000.
    • Total project cost – $200,000
  • City of Towanda – Transport Safety Action Plan
    • Local funding – $35,000
    • The federal government will provide a grant of $140,000.
    • Total Project Cost – $175,000
  • South Hutchinson – Transport Safety Action Plan
    • Local funding – $35,000
    • The federal government will provide a grant of $140,000.
    • Total Project Cost – $175,000

In addition to these grants, in recent months, the Build Kansas Fund has been used to secure federal grant funding for the cities of Ozaukee (2), Manhattan, Russell, Concordia and Salina Airport Authority. Total investments across all projects by the Build Kansas Fund are $2.6 million, with federal grant funding exceeding $16 million.

About the Kansas Infrastructure Hub – Established in 2022, the Kansas Infrastructure Hub will connect multiple state agencies and serve as a resource center to identify best practices for Kansas communities to maximize BIL funding opportunities.

About the Build Kansas Foundation – The fund provides state grant funding to projects throughout Kansas that successfully apply for federal grant funding under BIL. In 2023, the state Legislature authorized $200 million for the Build Kansas Fund to provide state grant funding to Kansas entities and projects and to meet federal local grant requirements.
