Srinagar, May 8: Chief Secretary Atul Dulu today announced a new initiative aimed at accelerating youth employment through entrepreneurship amalgamated with several other schemes already being implemented in the Union Territory here. A one-day workshop on ‘Yuva Udhyami Vikas Abhiyan (YUVA)’ has been launched.
The workshop was attended by Additional Chief Secretary Forest, Principal Secretary, Finance, Secretary, L&E, Secretary, Planning Director, Planning Director, IIM Jammu, representatives of banks, Bir Foundation, besides other concerned officers. .
Speaking on the occasion, Dru said the vision document to be prepared will serve as a foundation for the efforts to be taken in making beneficial interventions to provide gainful employment opportunities to youth through entrepreneurship. He encouraged all stakeholders to cooperate in preparing the publication date of version 1.0 of this document and its analysis. He argued that once a document is complete, it is easy to upgrade it in response to changing circumstances or future challenges.
The Secretary asked to identify gaps in the successful implementation of various job creation schemes here. He also asked them to consider the unique opportunities and strengths available here at UT.
ACS, Forests, Dheeraj Gupta emphasized on studying the design and architecture of the various schemes currently underway so that the necessary fine-tuning is made to increase traction among the youth. He asked for clear recommendations and actionable points to be provided for each initiative mentioned in the document.
Other stakeholders also provided insights to make this document more effective and relevant. They also deliberated on various policy matters mentioned in the first draft of this document drawn up during this workshop.
The document, explained by Secretary Labor and Employment Kumar Rajeev Ranjan, has been prepared with an aim to provide a conducive ecosystem for promoting entrepreneurship across various sectors in J&K. He said the document is very comprehensive, including identification of key sectors, skills needs, resource gaps and future action plans to make youth entrepreneurship an enabling environment. said it would be.
The factors limiting the culture of entrepreneurship here were also considered along with the current skills and educational profile of the youth here. A critical analysis of gaps and resource mobilization from different sectors was also a focus of discussion among the participants.
Over the years there have been reports that the services sector has emerged as the largest sector, ahead of industry and agriculture. The document further elaborates that MSMEs as a whole are a key focus area, as the employment potential identified here is greater than that of large enterprises. The document also states the current industrial setup and categories of units established in different districts, annual turnover and job creation by each unit here in J&K.
Other features of this vision document discussed include a SWOT analysis of all current policies in agriculture, IT, tourism, and industry. We also envisage potential areas for investment here, along with related entrepreneurship sectors. Additionally, specific areas and emerging sectors discussed included tourism, healthcare, agriculture and food processing, textiles, film tourism, skills development, handlooms and handicrafts, and information technology, mentioned in the vision document. It also includes other areas covered.
Regarding the architecture of YUVA, in addition to having a nodal department at the apex level, it also has a PMU for monitoring the overall functioning and achievement of outcomes in the district, for counseling, guidance, capacity building and grievance redressal.
