Washington DC— The ATSC Board of Directors has appointed Dr. Paul Hearty of Samsung Electronics to chair the ATSC Technology Group, which will oversee the ATSC 3.0 standards suite. Effective May 15, Harty will succeed Sony’s Luke Fay, who has served as ATSC Technology Group 3 chair since 2019.
ATSC Technology Group 3 (TG3) develops and maintains standards and recommended practices for ATSC 3.0 and beyond. We work on advanced technologies for broadcasting, the Internet, and other transport systems. The technologies considered may be improvements to current systems or entirely new systems.

Hearty, which has been involved in the development and standardization of advanced television systems since the early 1980s, collaborates with the International Telecommunications Union, the FCC Advisory Committee on Advanced Television Services (ACATS), and various standards development organizations such as ATSC, CTA, and SCTE. Currently chief standards strategist for Samsung Research America’s Video Solutions division, Mr. Harty leads the company’s standards efforts at ATSC and other standards development organizations.
He previously served as Vice President of Technology Standards at Sony and began his professional career at the Canadian Government’s Communications Research Center. Harty established the Advanced Television Evaluation Laboratory to conduct testing on behalf of his ACATS that led to the development of the ATSC 1.0 digital television standard. He then served as vice president of General Instrument/Motorola, where he led the deployment of commercial and residential satellite broadcasting technology, and digital compression technology for satellite and cable.
Harty holds a PhD from Queen’s University in Canada and is the recipient of a Technical Emmy Award and has been recognized for his contributions to four additional Emmy Awards.
Harty follows in the footsteps of James Kutzner (2011-15), who retired from PBS, Dr. Richard Czernock (2015-18), and Madeline Noland (2018-19), who retired from Triveni Digital. He is the fifth chairman of TG3. One person was working at LG Electronics at the time, and the other was Luke Fay from Sony Electronics (2019-2024).
