Prime Minister Pham Minh Chinh and Prime Minister Hang Duc Su witnessed the signing of the Memorandum of Understanding between the Ministry of Science and Technology and the Ministry of Social Sciences.
The Ministry of Science and Technology said the MoU consists of 10 key clauses covering basic principles and objectives, areas of cooperation, forms of cooperation, financial regulations, information confidentiality, intellectual property rights, dispute resolution, amendment, implementation, validity and notice of termination.
The MoU aims to facilitate training, presentations and guidance to develop young talents in the fields of technology, startups and innovation, as well as the exchange of information on methodologies, case studies, research materials, publications and educational resources related to these fields.
In addition, the two companies will cooperate in promoting K-Tech (a software training program) aimed at talent exchange and development within the innovative startup ecosystem.
Additionally, the MoU also outlines cooperation in the exchange of entrepreneurs, researchers, lecturers, students and experts between the startup ecosystems of the two countries.
They also plan to hold bilateral tech and innovation events, support employment and business integration within the startup ecosystem, and establish infrastructure and investment support to connect innovation centers to support startups.
During the working visit, Minister of Science and Technology Huynh Thanh Dat visited and held discussions with the Korea Advanced Institute of Science and Technology (KIST), focusing on future cooperation priorities between Vietnam and KIST, including the implementation of the first and second phases of the Vietnam-Korea Advanced Institute of Science and Technology (VKIST) Technical Assistance Bridging Project scheduled for 2024-2026.
Other cooperation activities include improving the operational efficiency of VKIST, selecting Korean experts for advisory positions at VKIST and the Ministry of Science and Technology, and implementing directives from Prime Minister Chin’s recent consultations with Korean experts in the fields of semiconductors and AI.
The two sides agreed to pursue concrete research collaboration activities with a view to elevating VKIST to a research institute of regional importance, as envisaged by both governments. Minister Dutt also visited several cutting-edge laboratories at KIST, including one focusing on semiconductors.
The Ministry of Science and Technology has strengthened cooperation with international partners, especially Korea, in the areas of training, capacity building, knowledge sharing and open innovation, in particular through its recent collaboration with South Korea on innovative start-ups.
The Ministry of Science and Technology of Vietnam, within the framework of cooperation with the Socialist Republic of Vietnam, proposed to effectively implement the Memorandum of Understanding to support human resource development to identify and train young Vietnamese talents willing to join Korean start-ups, especially through the K-Tech College Programme.
MoST has requested MSS to share experiences and provide training to strengthen the capacity of MoST management officials and local science and technology sectors in innovation, start-up management and incubator operations, as well as support in developing and implementing an incubation program similar to South Korea’s successful TIPS program.
Additionally, the proposal includes transferring completed training programs and curricula on entrepreneurship, innovation, commercialization and financing to the Department of Market Development, Science, Technology and Enterprise and its training partners for widespread implementation in Vietnam.
The establishment of K-Startup Centers to develop national innovation startup centers in Hanoi, Ho Chi Minh City and Da Nang is also proposed, with programmes to encourage Vietnamese startups to expand into the Korean market and vice versa.
