INNOFENSE Startup Call – Dual Use Technology:
Following the great success of the past four cycles and its integration into the defense sector, iHLS invites you to participate in its fifth cycle. Innocence. iHLS and the Ministry of Defence We invite you on a unique journey deep into the defense sector – a fantastic opportunity to showcase your technology solutions and demonstrate your capabilities in confronting the complex and urgent challenges the State of Israel faces every day.
The Israeli Ministry of Defense, Engineering and Construction Sector, MAF’AT (Armament and Technological Infrastructure Development Authority), the IDF’s Air and Ground Forces, Digital Transformation Directorate, Computer Services Directorate, Field Medical and Personnel Management Directorate, Technology and Logistics Directorate, Engineering and Construction Sector, and Intelligence Directorate are invited to collaborate with iHLS on INNOFENSE, an innovation center for dual-use technology projects in the civil and security sectors.
The program aims to strengthen links between the civilian and defense markets through joint development of technologies and to promote and improve technology integration in both markets.
Why join?
iHLS’ business capabilities, knowledge and experience in the security innovation ecosystem, in partnership with the Ministry of Defense and MAFA’T, will lead to the creation of a promising and unique innovation center that will bring significant results to Israeli innovation.
iHLS will support start-ups in their business development, entry into defence and civilian markets, networking and investment. All start-ups will receive significant support and advice from MAF’AT’s best mentors, in addition to mentorship and involvement in projects in the defence sector.
The startups, selected by a committee made up of senior officials from the Ministry of Defense, MAF’AT, and various IDF departments, will be recruited for a four- to six-week pilot program and will each receive a grant of $1 million. ₪200,000. Pilots that are deemed successful will retain their IP and proceed to be integrated into the system.

- Safe use of the LLM model in public cloud environments.
- A system for collaborative development management of the machine learning development process.

- Analysis of narratives, emotions, sentiments, and trends across different media types (text, images, video).
- An active solution for protection against foreign influence activities on social networks.
Fintech:
- Identifying and connecting crypto and fiat transfers, as well as de-anonymizing crypto wallets (linking them to specific identities).
Spectrum and RF Intelligence:
- It is an inexpensive, simple and mobile solution for monitoring spectrum conditions in close proximity environments on a standalone platform.
- Create spectrum imagery using open source – citizen protocols (3D maps of obstacles and disruptions) with a focus on WiFi and Bluetooth.
- Locate obstacles on Earth and in space – sense interference, view heat maps of obstacle locations, and detect obstacles.

- Rapid mobile quality inspection of fuel and diesel on-site.

- A technical solution to keep pigeons out of hangars.
